Question 2.1: Can the developing world use low cost information access devices to accelerate development in various areas such as health, education, governance, etc? Which specific devices can be applied to which specific areas and in what way, to accelerate development? Is there a difference in perspective to such application of low cost information access devices between rural and urban areas? If so, what is the difference?
